The Ministry of Power and Energy announced the launch of the “National Fuel Pass” to provide the public a convenient and easily accessible solution to obtain fuel (Petrol and Diesel) and facilitate an allocation-based fuel distribution method. Developed together with technology partner, Information and Communication Technology Agency (ICTA), this solution has been implemented at all outlets managed by the Ceylon Petroleum Corporation and Lanka IOC.

Fuel Pass QR system will be applied in all Fuel Stations islandwide from tomorrow. Request all Fuel Station Owners and Management to dispense fuel Only with the QR system and to check the QR code Vehicle Number on the device with the Number plate of the vehicle to verify details.
To register for a Fuel Pass, visit https://fuelpass.gov.lk/ and follow the registration process, after which a unique Fuel Pass in the form of a QR code will be displayed - which can be saved on a mobile device or printed to be produced at fuel outlets. As per the newly introduced system, each vehicle, once registered for the Fuel Pass, will be allocated a weekly quota of fuel, which will be refreshed every Sunday night (any unutilized quota will not be carried forward).
Once the island-wide registration is completed, respective fuel quota will be allocated and the launch date of this programme will be announced by the Ministry of Power and Energy. Following which, in order to obtain fuel, simply produce the QR code at the fuel station, where the staff at the station will scan the QR code and validate the eligibility and allocation of fuel, and provide fuel within the available balance. Once the requested liter quantity is processed, users will receive a confirmation message on their registered mobile number.
In case a QR code is misplaced, users can login to https://fuelpass.gov.lk/ and enter the mobile number to retrieve the QR code or via SMS by typing Fuel QR Vehicle Number and sending it to 0766220000. Users can also check their fuel quota balance by visiting the website and logging in with their mobile number or via SMS by typing Fuel Bal Vehicle Number and sending it to 0766220000. Issuance of QR for special segments of vehicles will be announced with a separate procedure by the Ministry.
Company and Gov vehicles / bikes can now be registered under the Business Registration Category (BRN). If multiple vehicle registrations are required, please follow the below instructions.
01. Use the BRN or create a unique code for your Institute under the NIC (Numeric or Alphabetical), which should be consistent for every vehicle profile.
02. Any Commercial / Government ministry, institution / NGO / Clubs, etc., should register under the BRN category.
03. Select BRN and follow the registration process.
04. Each vehicle registered requires a unique mobile number to be assigned.
Special Announcement
01. Request all 3Wheel users to register their 3Wheelers at their respective area Police Station & nominate 1 Fuel Station before the 31st July. From the 1st of August 3Wheelers will only be allowed to obtain fuel from the their registered Fuel Station.
02. Request all users of Garden Equipment, Generators & other equipment requiring fuel to register their requirements in their respective Divisional secretariats with their weekly fuel requirements & to nominate 1 Fuel station to obtain the requirement.
03. Vehicle users that cannot register with the chassis number will be able to register with the revenue license from Friday. Users of 49CC bikes has to register with the Dept of Motor Traffic to obtain their licenses & register with NFP.
04. Registration to National Fuel Pass with the Revenue license is available now.
